*Of 52 plans reviewed in October 2010, only 5 received a "Top" rating. Ratings are based on 5 factors: quality of the underlying investment options; performance of those options; skill of the managers of those options; costs associated with each plan; and stewardship practices of each plan's program manager. Furthermore, "Top," "Above Average," "Average," "Below Average," and "Bottom” were assigned. To earn a "Top" rating, a plan must be best-in-class across all 5 areas.
